Phillip Bryson Mobley was a cherished and remarkable soul whose presence filled every room with warmth, laughter, and unmistakable joy. He passed away peacefully at his home on Tuesday, December 30, in Hyattsville, Maryland. Born on May 28, 1950, in Saluda, South Carolina, Phillip’s life was a powerful testament to faith, family, service, and a commitment to excellence.
Phillip was the younger of two sons born to the late Annie Runa Chapman Mobley and Clarence Odell “Preacher” Mobley. In addition to his parents, he was preceded in death by his beloved brother, Jesse Mobley, and nephew Tevis Mobley.
From an early age, Phillip demonstrated a strong passion for learning and personal growth. He graduated from Riverside High School in 1968, where he proudly played on the basketball team and also worked as a bus driver. After games and practices, he often spent time at Tab Logan, a place filled with fond memories of camaraderie, music, and youthful joy. Phillip later earned a degree from Piedmont Technical College with a concentration in Heating, Ventilation, and Air Conditioning, and became a certified Master Plumber. His dedication to education laid the foundation for a distinguished and impactful professional career.
In June 1969, Phillip was united in holy matrimony to the late Loretta Davis Mobley. Their union was blessed with one son, Dr. Kendall Bryson Mobley, who was the pride and joy of Phillip’s life.
After completing his education, Phillip relocated to Washington, D.C., where he dedicated more than four decades of service to the district. He retired after more than 40 years as the Chief Inspector for the District of Columbia Department of Consumer and Regulatory Affairs (DCRA)—a remarkable achievement and one of which he was deeply proud. His career was marked by integrity, leadership, and an uncompromising commitment to public service.
Phillip found his greatest joy in spending time with family and friends, cherishing every moment as a gift. His son, daughter-in-law, and grandchildren were the light of his life. Known for his generous spirit, Phillip never hesitated to help others—always giving freely of his time, resources, and wisdom. He volunteered with several charitable organizations, enjoyed bowling, and had a rare gift for making everyone he encountered feel like family. Truly, he was “the Man of the Hour.”
Phillip also had a deep appreciation for style and presentation, always dressing impeccably and carrying himself with pride and confidence. He also enjoyed football and was a fan of the Washington Redskins. Above all, he was immensely proud of his lifelong dedication to Prince Hall Freemasonry. He served honorably as Past Deputy Grand Master of Eureka Grand Lodge in Washington, D.C., was a 32nd Degree Mason, reflecting his profound study of Masonic philosophy and ritual, and was also a Shriner—roles he embraced with honor, humility, and devotion.
As we mourn this tremendous loss, we also celebrate a life beautifully and purposefully lived. Phillip’s influence, wisdom, and love cannot be measured, and his legacy will continue to live on in the hearts of all who were blessed to know him.
He leaves to cherish his memory: his son, Kendall Mobley (Alveretta) of New Castle, Delaware; his grandchildren, Tybyron, Skylar, and Kendall (KJ); his sister-in-law, Mary Ann Mobley, and nephew, Christopher Mobley, both of Saluda, South Carolina; two great-nephews, Tariq and Tryell; two devoted cousins, Irma Jean Parkman and Kisha Parkman; his beloved Godson, Albert Venson, Jr.; and a host of cousins, extended family members, and dear friends.
As we reflect on Phillip’s life and the many blessings he brought into this world, we are reminded of the enduring power of a life well lived. Farewell, Dear Phillip. Until we meet again.
